Oil drilling in the Golan

STOPPING ISRAEL'S KEYSTONE: OIL DRILLING IN GOLAN HEIGHTS

Israel is facing the biggest environmental challenge of the year. We are fighting to block a devastating oil exploration in the Golan Heights together with the local community. Experts believe that it is highly likely that FRACKING will be necessary to extract the oil.

WHY IS THIS AT THE TOP OF ADAM TEVA V'DIN'S AGENDA?

Oil drilling in the Golan encompasses everything Adam Teva V’Din stands for. The potential damage goes far beyond devastation of the unique landscape and the threats to the health and livelihood of the local community. This venture goes against Israel as a “Start-Up Nation” in clean tech and innovation. Sunny Israel has only managed to produce 2% of the country’s power from renewable energy, while other countries are benefiting from Israeli technologies. Enough is enough. We have to stop our dependence on dirty fossil fuels.

This is a fight than can be won. The landmark decision of the U.S. President to cancel the Keystone XL pipeline is wise governance and a victory for the campaigning public. This victory gives us hope that Israel’s leaders can also be persuaded to shut down this dangerous and short-sighted venture.

WHAT HAS BEEN GOING ON?

Afek Oil and Gas, a subsidiary of the American oil drilling company, Genie Energy, is searching for oil in the Golan Heights. The area licensed for drilling covers a third of the sensitive region.

For the past 12 months, Afek has been drilling pilot wells in four out of ten sites in the southern Golan. Experts who know the unique geology of the region believe that it is highly likely that fracking will be necessary to extract the oil.

While Israelis have been focused on the government’s proposed deal for quickly extracting offshore natural gas, oil drilling is expanding in the Golan, near homes and schools. Afek has received preliminary approval to continue test drilling for another two years without submitting basic environmental risk assessments.

WHAT'S AT STAKE?

The oil exploration threatens to:
• Destroy the unique landscape.
• Endanger Israel’s drinking water.
• Harm the livelihoods and health of frontline communities.

WHY IS THE GOLAN SO PRECIOUS TO US?

Beautiful view from the Golan

Home to 21,000 people, the Golan Heights is loved for its green, quiet, fertile land and breathtaking views. Most families make their living as farmers, wine producers or run guest houses and other tourist spots. Over two million people visit this ecological and agricultural treasure each year. Be sure to add a visit to the Golan on your next trip to Israel; you will see for yourself how beautiful it is and why it is so important to protect it.

WHAT HAVE WE ACHIEVED SO FAR?

Thanks to our legal intervention last year, the High Court of Justice significantly restricted the company to producing no more than 10 barrels of oil without submitting basic environmental risk assessments.

But there has been a dramatic development which demands urgent action. The company has now received preliminary approval from the Planning Committee to continue test drilling for another two years. The extension has not been conditioned on these basic environmental risk assessments.

WHY HAVEN'T YOU HEARD ABOUT THIS?

The slow and silent devastation of the Golan’s landscape and damage to the health and livelihood of the local communities is going on under the radar. Why? The Israeli public is fixated on the biggest social, economic and political fight of the year: the government’s proposed deal for quickly extracting offshore natural gas.

While this very public fight has been going on, oil drilling is expanding in the Golan, near homes and schools. We are working closely with the people whose lives are most impacted by this growing threat – farmers, students, scientists and families. We are providing them with pro bono legal, scientific and advocacy advice.

WHAT IS ADAM TEVA V'DIN DOING TO STOP THE DRILLING?

Orly Ariav, Adv. & Gali, community activist outside Knesset

Drawing on our scientific, legal and policy expertise, we are mounting a legal and public campaign to stop oil drilling in the Golan Heights. We are pulling out all the stops:

In the Planning Committees: We are objecting to the extended drilling license. If the committee overrules our objection, we are ready to go to the High Court of Justice to appeal.
In the Knesset: We are influencing policy decisions regarding fracking in Israel in inter-ministerial Knesset committees and policy papers.
• In the community: We are providing pro bono legal advice to frontline community activists who are opposing the oil drilling.
