IUED spearheaded Israel's response to climate change by instigating a sizeable Israeli delegation to the UNFCC conference in Bali. No government representatives were due to travel to the global parley, but Ophir Pines-Paz, chair of the Knesset's Interior and Environment Committee, was persuaded to head the Israeli delegation after several local NGO's announced their intention to participate, and the Environmental Protection Ministry endorsed the delegation.
Following the Decenber 2007 Bali conference, IUED drafted Israel's first Greenhouse Gas Reduction bill. Endorsed by over 70 MK’s, it calls for a 25 percent reduction in Israel’s emissions by 2020 and at least a 50 percent cut by 2050. It is Israel’s first practical step under the 'Bali Road Map' that calls for specific greenhouse gas emission goals for developing countries. Because of the early dispersion of the17th Knesset, the bill was withdrawn and presented again to the 18th Knesset in May 2009.
